He thought it unacceptable that the US forces would encounter partisans occupying a house, and then be unwilling to enter and clear it (like the police would at home). Instead they call in big explosives to blow it up. When examining the ruins they'd frequently find a bunch of partisans along with families all dead. The Apache 30mm doesn't separate combatants from someone's wife and kids who happened to get trapped in there.
